It should be noted that much of the information in this book was derived from ongoing discussions with Department of Defense officials. In this regard, at the U.S. Navy Pacific Fleet Command we thank Captain John Morris, Comptroller, and in the Pacific Fleet Budget and Planning Directorate, Heidi Allan, Ed Butziris, Vicki Catton, Brian Overby, Randall Scott, and Geri Shishido. Over the period 1986 to 2003 we conducted interviews with Navy Fiscal Management and Budget (FMB) officials in the Office of the Assistant Secretary of the Navy, Financial Management, and Comptroller, including every FMB Director (N82, a two-star admiral) in office since 1986. In addition, we interviewed various financial management and budget offi- cials in the Office of the Secretary of Defense, including several DOD comptrollers, and senior officials in the Financial Management Directorate of the United States Marine Corps, the Office of the Secretary of the Army, and the Office of the Secretary of the Air Force. Also, interviews were performed in numerous Navy installation and type command comptrollers' offices. In all of these interviews we gave officials a guarantee of anonymity. For this reason in most cases they are not cited by name in the text.
